The City of Sioux City is committed to continuously create community awareness for DBE certification.

A DBE is a for-profit small business that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged.

The main objectives of the DBE Program are:

  1. To ensure that small, disadvantaged business enterprises (DBE) can compete fairly for federally funded transportation-related projects
  2. To ensure that only eligible firms participate as DBEs
  3. To assist DBE firms in competing outside the DBE Program

A disadvantaged owner must be a U.S. Citizen (or resident alien) and meet the federal definition of socially and economically disadvantaged as defined in 49 CFR Part 26.67. Presumptive groups include women and minorities.

Community businesses interested in learning more about the DBE Program should contact the Iowa Civil Rights Bureau.
