U.S. Rep. Randy Feenstra announced on May 1 that Victoria Ball, an eighth grader at West Marshall Middle School in State Center, Iowa, is the winner of the 2026 Congressional Art Competition for Iowa’s 4th Congressional District with her artwork titled Yesteryear’s Past —Today’s Future.
The competition highlights young artistic talent in the district and gives students a chance to have their work displayed at the U.S. Capitol. The winning piece will represent Iowa’s history and agricultural future to visitors from across the country.
“I am thrilled to announce that Victoria Ball of West Marshall Middle School is the winner of the 2026 Congressional Art Competition for Iowa’s 4th District,” said Rep. Feenstra. “Her piece, Yesteryear’s Past —Today’s Future, beautifully captures Iowa’s rich history and the promise of our agricultural future—two things that make our state so special. I’m grateful to all the talented students who participated and thoroughly enjoyed reviewing their work. I look forward to seeing Victoria’s artwork displayed in the U.S. Capitol, where it will serve as a wonderful representation of Iowa’s 4th District for visitors from across the country.”
Randy Feenstra has served in Congress representing Iowa’s 4th district since replacing Steve King in 2021 according to Ballotpedia. He previously served in the Iowa Senate from 2009 until his election to Congress as reported by Congress.gov.
Feenstra was born in Hull, Iowa in 1969 and continues to reside there according to reporting by Des Moines Register. He graduated from Dordt University with a Bachelor of Arts degree in 1991.
