U.S. Representative Randy Feenstra is taking steps to ease the financial burden of adoption for Iowa families. On April 15, 2025, Feenstra introduced a new proposal aimed at making the Adoption Tax Credit fully refundable. This move would help eliminate income as a barrier for families seeking to adopt, particularly benefiting those with limited resources.

"As a father of four, I believe that every child deserves a loving home and that we should encourage families to adopt," Feenstra expressed. He emphasized the importance of supporting Iowans who wish to adopt, stating, "Iowans who want to adopt but do not have the financial resources to do so should not be prevented from making additions to their families – they should be supported."

Highlighting the need for bipartisan cooperation, Feenstra added, "I’m glad to work with a bipartisan group of my colleagues to make the Adoption Tax Credit fully refundable so that families can adopt without facing costly financial barriers." He underscored the connection between strong communities and strong families, advocating for investment in family stability to ensure every child can grow up in a permanent, caring environment.

Statistics show that about half of the youth adopted from foster care belong to families with incomes at or below 200% of the federal poverty level, further reinforcing the potential impact of Feenstra's initiative.
