City of Storm Lake recently issued the following announcement.
As a homeowner or property rental tenant, sometimes problems occur that involve the water supply system or the sewer system of a building. What needs to be done when these issues arise? Who is responsible for correcting them? Who is responsible for the costs incurred to fix the problems? Many of the answers to these questions are found in the City of Storm Lake City Code.
Per Section 3-4-15 of the City Code, all water service pipes and fixtures from the street water mains to the premises, including the corporation cocks at the mains and stop cocks shall be installed and maintained at the expense of the owner(s) and any leaks or other defects in the same shall be promptly repaired by them. In the event that a large wet spot develops in the yard of a property you own, and the cause is a broken water service line, you would be fully responsible for promptly repairing the leak and would pay all the expenses incurred to complete the repair. If the source of the water is a leaking city watermain, the city would be responsible for the costs and repair of the problem.
Section 2-3-4 (C) of the City Code addresses ownership of building sewers. All costs and expenses incidental to the installation and connection of the building sewer shall be borne by the owner(s). Building sewer is defined as the extension from the building drain to the public sewer. One common problem that occurs in building sewers is the intrusion of tree roots that cause stoppages in the line. If the tree roots are between the connection of the private building sewer to the city sewer main and the building, the costs for repair would be the responsibility of the property owner(s).
